Timothy Hill represents businesses, organizations, and individuals in a broad range of corporate, contract, land use, and property matters and litigates such claims in the state and federal courts. Mr. Hill’s advocacy on behalf of these private interests, whether a large organization or a single individual, is balanced, complemented, and informed by his substantial experience in representing governmental entities and his work in these frequently intersecting areas of the law.
Mr. Hill has represented many of Long Island’s municipal governments in complex cases involving land use, zoning and regulatory issues, constitutional and civil rights claim, tort litigation, public contracting, and administrative law. Mr. Hill also represents individuals and businesses appearing before governmental boards and bodies and litigates claims arising out of the decisions and determinations of such boards.
Mr. Hill practices in the state and federal courts in all phases of litigation from inception through trial and appeal. He has successfully written and argued numerous appeals, including in the New York Court of Appeals (New York’s highest court) and the United States Court of Appeals for the Second Circuit. These appeals, as well as favorable results secured at the trial level, have resulted in published opinions and have been featured in the New York Law Journal.
Prior to co-founding Messina Perillo Hill in September 2020, Tim worked for approximately 14 years at a mid-sized Long Island firm, first as an associate and then elevated to partner, where he had the good fortune of being mentored by exceptional attorneys.
Mr. Hill graduated with honors from St. John's University School of Law, where he served as Notes and Comments Editor of the St. John's Journal of Legal Commentary. His article, Entropy and Atrophy: The Still Uncertain Status of the Fair Use of Unpublished Works and the Implications for Scholarly Criticism, was selected for publication in the peer-reviewed Journal of the Copyright Society. Tim has also been published in the Suffolk Lawyer and the New York Real Estate Law Reporter. Mr. Hill is a graduate of Skidmore College and additionally holds a Master's Degree in Literature.
He is a member of the Suffolk County Bar where he has been appointed as a member of the Commercial Division Committee, and presently serves as co-chair of the Appellate Practice and Federal Court committees.
