Lilia Factor is a seasoned attorney with over 18 years of experience in civil litigation and environmental law.  Ms. Factor represents municipal, corporate and individual clients in a wide variety of legal matters, including land use and zoning, business disputes, environmental cost recovery, toxic torts, and compliance.  She regularly appears in state and federal courts and handles settlement negotiations and appeals. 

In addition to her litigation work, Ms. Factor conducts legal research, writes and counsels clients on transactional matters, especially on environmental issues.  She has chaired professional committees at the Nassau and Suffolk Bar Associations, the Hauppauge Industrial Association, and the Suffolk County Women’s Bar Association. She also served as Energy Chair of Sierra Club, Long Island, advocating for renewable energy and efficiency projects.  

Ms. Factor obtained her LL.M. degree (magna cum laude) from Pittsburgh University School of Law.  Prior to joining Perillo Hill LLP, she worked at various law firms on Long Island, serving local clients, municipalities and community groups.   Ms. Factor believes that honest communication with the client, thorough preparation, and perseverance are the key to a successful legal outcome.   She strives to implement these principles in her practice.

Ms. Factor is a member of the New York State Bar Association and the Suffolk County Bar Association.
